CIPFA Statement concerning former CIPFA member, Mr Stephen Nisbet
Disciplinary proceedings against former CIPFA member, Mr Stephen Nisbet of Watergate, Perth, were concluded in November 2007.
Mr Nisbet held office as the Treasurer of an unincorporated lottery association (‘the Association’), which had as its main activity the provision of a monthly payroll lottery for the employees of the participating bodies and the distribution of the proceeds of that lottery to charitable causes.
The Institute’s Disciplinary Committee determined that Mr Nisbet had failed to comply with CIPFA’s Standards of Professional Practice and was guilty of misconduct in that he failed to:
- prepare adequate annual accounts for the Association in 2002, 2003 and 2004;
- to keep adequate financial records and, in particular, to account for cash transactions;
- to hold prize draws in each month in the period January 2003 to December 2004 as advertised; and
- to take appropriate steps to verify the accuracy of the Association’s constitution, which he provided in response to an official request from the lottery’s Registration Authority. Sanction
The Institute’s Disciplinary Committee determined that an order for expulsion should be made. Given that Mr Nisbet was a former member of the Institute the effect of this order is that any application for re-admittance by Mr Nisbet must be considered in accordance with special provisions under CIPFA’s Disciplinary Regulations.
